Singapore represents a key growth market for the IOI Properties Group, an established developer in Malaysia with close to five decades of experience and a proven track record in developing townships, retail malls, and residential, hospitality and commercial projects.

The Group owns and manages IOI City Mall, Putrajaya, which stands proud as the largest retail mall in Malaysia, as well as IOI Mall Puchong, IOI Mall Kulai, Johor, and IOI Mall Xiamen, PRC. In addition to malls, IOIPG’s property investment segment comprises retail and offices such as IOI City Towers and Puchong Financial Corporate Centre (PFCC), among others.

IOIPG also owns eight hotels offering a total of more than 2,700 keys, including Moxy Putrajaya, W Kuala Lumpur and JW Marriott Singapore South Beach. The Group plans to boost the portfolio to 3,526 rooms with a further three new hotels by 2028. IOIPG’s golf courses include Palm Garden Golf Club at IOI Resort City in Putrajaya and Palm Villa Golf & Country Resort in Johor.

IOI Properties made its first foray into the Singapore market in 1996 where, through strategic collaborations with joint venture partners, it has established a firm footprint with luxury residential projects such as Seascape and Cape Royale in Sentosa Cove and the award-winning South Beach mixed-use development.

Building on a legacy of excellence and innovation, IOI Properties Singapore remains a driving force in the Group’s strategy for expansion and sustainable growth, with new projects including its flagship IOI Central Boulevard Towers and the W Residences Singapore – Marina View in the prime Marina Bay area of Singapore’s CBD.

Lee Yeow Seng
Lee Yeow Seng
Group Chief Executive Officer

Lee Yeow Seng is the Group Chief Executive Officer of IOI Properties Group (“IOIPG”). He was appointed to the Board of IOIPG on 25 February 2013 as Executive Director, and subsequently held the position of Chief Executive Officer from 8 January 2014 until 14 April 2020. On 15 April 2020, Mr. Lee was appointed as Executive Vice Chairman and on 1 July 2023, he resumed the position of Group Chief Executive Officer.

Mr. Lee is a barrister-at-law of the Bar of England & Wales (Inner Temple) and holds a LLB (Honours) from King’s College London. He has also served at the London and Singapore offices of a leading international financial services group for approximately two years.

At the helm of IOIPG, Mr. Lee has provided resolute leadership in formulating high-level strategies to sustain growth across all business segments for the Group and led the transformation to increase the Group’s presence across Malaysia, Singapore and the People’s Republic of China (PRC).

Under his stewardship, IOIPG has strengthened its presence in Singapore. In 2016, the Group acquired a site within Marina Bay for the development of IOI Central Boulevard Towers, a premium Grade A office space, and in 2017, commemorated the grand opening of JW Marriott Singapore, South Beach (a JV development). The Group further increased its footprint in 2021 by acquiring a 0.78-hectare plot of land to develop Marina View Residences and a 350-room hotel, the W Singapore - Marina View.

Mr. Lee remains poised to elevate IOIPG with his unwavering leadership and acute business acumen in delivering excellence.

Chief Executive Officer

Ms Lorraine Shiow assumed the role of Chief Executive Officer of IOI Properties Singapore on 18 April 2024. In this capacity, she strategises and manages IOI Properties Group’s portfolio of ongoing and new developments in Singapore to ensure sustainable growth throughout, while enhancing the Group’s visibility and reaffirming its reputation as a top-tier real estate entity in the region.

Ms Shiow brings over three decades of experience and broad regional perspectives from her leadership roles in the Asia Pacific real estate development and fund management industries. Prior to joining IOI Properties Singapore, she served as CEO of Frasers Property, China, overseeing the Group’s residential, commercial, and logistics businesses, as well as investment and business development in the People’s Republic of China (PRC).

Her distinguished career also includes roles as Chief Operating Officer for Singapore and Southeast Asia, and Executive Vice President for International Markets, where she developed and executed strategies across growth markets. From 2021 to 2022, she also served as Acting Chief Operating Officer for Singapore Residential Development. Ms Shiow has held directorial and management positions at ARA Asset Management, ING Real Estate Asia, IPREAM (a joint venture between CapitaLand and ING Real Estate), and CapitaLand (Financial)

Ms Shiow holds a Bachelor of Science with Honours in Real Estate from the National University of Singapore.

David William Tibbott

Managing Director, Asset Management

Mr. David Tibbott began his role as Managing Director (Asset Management) for IOI Properties Singapore on March 1, 2024. He is tasked with overseeing the financial performance of commercial assets in Singapore, with his primary focus on managing IOI Central Boulevard Towers. His responsibilities include leasing and marketing, while also spearheading new standards for the future of work through innovative, people-centric initiatives, the adoption of advanced technologies, and promoting sustainability efforts.

Mr Tibbott brings over two decades of experience in asset management, investment, and development, having held pivotal roles with some of Asia’s leading regional developers and private equity real estate firms.

Prior to joining IOI Properties Singapore, he served as the Head of Singapore and Regional Head of Asset Management at Chelsfield, where he successfully managed the opening of Lazada One at Bras Basah. Previously, he was the Senior Vice President at Frasers Property Limited in Bangkok, overseeing retail investment, asset management, and development in Thailand.

Mr Tibbott holds a Master’s degree from the University of Cambridge.

Shawn Chang

General Manager, Property Development

Mr Shawn Chang Si Yang was appointed General Manager for the Property Development segment of IOI Properties Singapore in October 2022. He currently overseas the Development and Project Management division.

His 30 years of experience in the real estate and property industry, coupled with his diverse skill set, demonstrates a deep understanding of the entire property development lifecycle. His involvement in various aspects of property development, from land acquisition to property management and maintenance, highlights his comprehensive expertise in the field. Shawn’s in-depth knowledge and extensive experience in real estate, particularly in residential and commercial development, are valuable assets in the industry. His ability to apply robust and proactive controls from a clear baseline is indicative of his expertise in project management and programme development.

Shawn graduated from Heriot-Watt University (Edinburgh) with a Bachelor’s Degree in Building Economics and Quality Surveying.

Lai Gin Yee

Head of Marketing, Residential

As Head of Marketing, Residential, Ms Lai Gin Yee oversees sales and marketing for the residential portfolio of IOI Properties Singapore. She also heads the newly created Corporate Communications and Branding department for the company.

Gin Yee has close to 30 years of experience as a real estate professional in Singapore. Formerly a licensed auctioneer and valuer, acting for major mortgagees, trustees and private owners, she embarked on a 22-year career developing and marketing residential developments in 2002. She spent close to 10 years with Frasers Property (formerly Frasers Centrepoint Limited), a wholly-owned subsidiary of Fraser & Neave, before she was headhunted to lead the sales and marketing team at World Glass Global, covering development projects in Singapore, Australia and Penang. A go-getter and result-oriented, she was instrumental in the successful sale and development of Singapore’s first retirement resort, amongst others, as well as Australia 108 located in Melbourne, Australia, a 100-storey residential tower which holds the title of the tallest residences in the southern hemisphere.

In 2019, she was once again sought out to lead Hongkong Land’s sales and marketing functions in Southeast Asia, covering key countries such as Thailand, Philippines, Indonesia and Vietnam, and subsequently assumed an additional role to oversee Corporate Communications in the region.

Gin Yee graduated from the National University of Singapore with a Bachelor’s Degree (Honours) in Estate Management in 1995. She further received a Post Graduate Certificate in Business Administration, majoring in Marketing, from the University of Leicester, UK.

Government Relations

Ms Lee Yean Pin has more than 15 years of experience in Development Control, Urban Planning, Real Estate Development and Place Management in Singapore. She held various appointments in Singapore’s Urban Redevelopment Authority (URA) before joining IOI Properties Singapore in March 2012.

For over 10 years, she was involved in the full spectrum of property development, from identifying and evaluating investment opportunities, land acquisition, design and project construction to project completion, sales, leasing and property management. Projects she managed include condominium properties like The Trilinq, Cape Royale and Seascape, as well as mixed-use developments such as South Beach and the newly completed IOI Central Boulevard Towers.

She currently oversees the Government Relations portfolio at IOI Properties Singapore. She plays a key role in understanding government policies and strategic vision, identifying investment and collaboration opportunities to align the positioning of the company’s projects.

She holds a Master of Science (Real Estate Development) from Massachusetts institute of Technology (MIT) and a Bachelor of Science (Estate Management) from National University of Singapore.
